Chief Schultz was appointed in April 2005. At the time he was a deputy chief in Scottsdale, Ariz., a position he took after retiring from the Albuquerque police department 14 months earlier. Originally from Detroit, Schultz began his law enforcement career in the early 1980s. Known as a proactive administrator, Schultz declared war on property crime the moment he took office with the theory that the same offenders who commit property crimes will “graduate†to become violent crime offenders. In his two years in office violent crime in Albuquerque has decreased.
